La Parcha (Spanish for passion fruit) is a sustainable, transit-oriented mixed-use development located at 2569 Roosevelt Street, just steps to the Carlsbad Village train station, restaurants, shopping and world class beaches. The site is currently vacant land with no existing use. The project application proposes construction of a single three-story, mixed-use occupancy building with a maximum height of 41 feet, for which the project requests a waiver to exceed the zoning height limit of 35 feet. The design features two commercial suites, twelve residential parking stalls and six long term bike parking stalls on the street level, below two stories of eleven total residential apartment units. The project requests a concession to remove commercial parking in accordance with State AB 2097. Of these eleven units, nine will be market rate and two will be affordable: one very low income and one moderate income. Individual units average approximately 700 sf, with a total residential area of 7,960 square feet. The street level commercial spaces include a 370 sf office suite, a 785 sf commercial business equipped for food service and +300 sf of outdoor commercial seating area.

The project is compliant with the City of Carlsbad General Plan and the Village & Barrio Master Plan, which provide an opportunity to expand the mix of commercial and residential uses into a broader geographic area in the north part of the Village, roughly from Roosevelt Street east to Jefferson Street. Buildings may be attached or detached, and located near the front property line, or allow for an area for either small courtyards, outdoor dining or open space, and/or additional landscaping. Residential and commercial uses may exist side-by-side or in a mixed-use format. In addition, development standards serve to transition the area to adjacent residential neighborhoods. La Parcha is currently in the Site Development Entitlement stage and public feedback is welcome.
